No idea how Lukaku and Ziyech are rewarded with another start after the City game and in fact, after the last few matches for Lukau. Ziyech was awful vs Man City and Werner should be ahead of him. Havertz should also be starting. I can only presume (and hope) it's because they're not fully fit, if not, I have no explanation as to why they get picked ahead.
